/users/details.php with inactive tabs

Had a discussion with Neill, will be raising a separate issue for the sidebar behaviour.

After a discussion it sounds like it is a separate issue.

Original problem cannot be recreated regarding the tabs on users/details; tabs load OK first try and after refresh, closing one user and opening another etc all retains functionality in using the tabs and their contents.

Unsure if related to this fix, but the [PERFORMANCE SUMMARY] link on the sidebar does not work on the users/details page:

It does however work fine on the users/search results page:

Finally, there’s a stylistic thing whereby the [VIEW USER FILE] link is not greyed out on the sidebar, though it doesn’t do anything when clicked as the page is already open:

I’m returning this as a problem in test, if these are unrelated issue(s) happy for this one to be moved to release and a separate issue logged.

It looks like my solution to this has an issue where the code is sometimes loaded only after the page has finished loading (so it never gets called)

I have made some changes to the way we load the Javascript on this page that should resolve the issue.

I also noticed that the notes icon in the accessibility menu does not display when Rogo is installed in a directory (I have also fixed that in this issue)
